Abstract: Abstract This chapter provides an overview of different concepts for local and decentralised markets for flexibility services. It distinguishes between network operators’ need for flexibility to manage scarcity and capacity development and a corresponding market demand for flexibility to balance trading portfolios. Furthermore, it discusses product and market design touching upon differentiation, control option, prequalification, and illustrates them with practical examples from market-based flexibility provision, as well as referring to different stakeholders and their roles within the market. Challenges of flexibility markets which are discussed are vulnerability to participants’ strategies, engaging a large number of flexibility resources, requirements for regulatory oversight, and the integration within existing sector organisation.
