Abstract:
Abstract This chapter looks at how donors—with their institutional footprints in the Rest—clog up recipient bureaucracies and confuse practically everyone. Recipients try but fail to manage the flood, even when it comes to donors monopolizing country knowledge. The result is a counterproductive ‘foreign fingers’ complex.
