Abstract:
Abstract This chapter looks at the imperative to spend in the development industry, or ‘Moving the Money.’ It tracks how the industry deplores this spending obsession and yet strives to spend ever more, and how this permeates all donor behavior, in spite of attempts to curtail flows. In fact, spending and spending quickly becomes an existential necessity, and it trumps everything else.
