The Ten Commandments of State Building
Dimitri Gvindadze ()
Chapter Chapter 7 in The Transformation of Georgia from 2004 to 2012, 2023, pp 53-60 from Springer
Abstract:
Abstract This chapter explains ten pillars of a successful state building: leadership, national memory and objectives, sense of urgency, risk-taking, political consolidation, law and order, national security, public institutions and services, integrity and communication. Without most of these ten pillars, even best technocrats fail. Or, they soldier on as unimportant preachers.
