Abstract: Abstract This chapter explains the relationship between economic growth, size and effectiveness of a government. It shows evolution of Georgia’s government expenditure in 2004–2012. Key messages: (1) big government does not mean high growth; (2) where government size is unrestricted legally or through a time-tested political consensus, it is likely to increase across electoral cycles; (3) effective governments can create more value than inert oversize bureaucracies and (4) thinking in terms of an opportunity cost is key to an efficient budget planning and execution.
