Abstract:
Abstract Beginning with a quote from Hardy, this chapter examines how the actions of one economic agent can impact on the utilities of other agents despite there being no market for these spillover effects. The implications of this, especially in the context of environmental issues, are explored, along with a discussion of possible fixes.
