Abstract:
Abstract Government expenditures on directed RorD for military programs raised political and fiscal concerns as funding grew after WWII. In parallel, scholars and their government sponsors discretely expanded funding to universities and government laboratories undirected scientific research across a wide range of non-defense fields, while ensuring the programs were labeled for both research and development, and for directed as well as undirected purposes.
