Abstract: Abstract Given the framework on collective action and mosquito control and the conditions under which people can voluntarily overcome such problems, this chapter reflects on our common notions of outbreaks and resurgence. Rather than viewing such phenomena as solely related to the biology, ecology, and epidemiology of mosquitos and malaria, outbreaks and resurgence also depend on human behavior and the private and social incentives people face. Importantly, outbreaks and resurgence depend on the inability to resolve collective action problems. Prominent cases of outbreaks and resurgence in Venezuela, Bangladesh, and China are discussed, which highlight the importance of collective action and the lack of voluntary responses. Perverse economic and political institutions discourage people from providing mosquito control and voluntarily resolving collective action problems, which leave them susceptible to malaria and resurgence.
