Abstract: Abstract Most studies examining the demand and market size of international students in Malaysia are micro in nature. Therefore, this study was conducted to explore the macro factors that influence international enrolments in Malaysian public universities. The study combined the rate of return theory and the gravity model. A method used was panel data regression, and factors analysed regarding the Asian continent and its sub-continents, three levels of academic studies, and gender for the 44 sending countries over a period of nine years. Using both Difference GMM and System GMM, all five macro factors in three different aspects were significant. Two policies were also proposed to assist the Malaysian government and public universities in enrolling more international students. All of these are important to ensure that Malaysia rises again as one of the major key players in the global higher education industry by 2025.
