Abstract:
Abstract Globally, an increasing number of people are moving to cities. The United Nations therefore believes that the solution to the climate crisis must be found in their governance and organization. Nevertheless, the prioritization of compact urban development in cities comes at the expense of some of the values in social and environmental sustainability. This chapter presents a model on who has power to influence city development, taking account of three dimensions: the social, material, and discursive. The chapter uses the District of Tøyen in Oslo as an example to demonstrate how these dimensions play out in a concrete central city district. Developers have most influence both in planning and building the city, but they have little interest in letting citizens participate. Green areas and the commons are hard to prioritize, as property prices increase, making the city less affordable for normal wage earners to live in.
