Abstract: Abstract Chapter 2 introduces the foundational framework for transforming a country into a middle-class nation by adopting the “Lifts and Nets” approach in public policy. This dual mechanism ensures that individuals have access to opportunities that help them improve their conditions (lifts), while also benefiting from safety mechanisms that protect them from setbacks (nets). The chapter emphasizes the need for a unified and consistent strategy across all public sectors—education, housing, healthcare, and finance—to promote fair homogeneity and social mobility. It also highlights the importance of considering the combined impact of public policies, so that gains in one area are not neutralized by failures in another. Finally, the chapter outlines the methodology used throughout the book and sets the stage for the upcoming detailed exploration of social, economic, and political dimensions necessary to build and sustain middle-class nations.
