Abstract: Abstract The systems engineer will inevitably make tradeoffs between what stakeholders want and what is technically feasible. But there were also be tradeoffs between satisfying different stakeholders with conflicting agendas. The Woodrow Wilson bridgeWoodrow wilson bridge highlighted the multiple conflicting stakeholders. Commuters and drivers of long haul trucks suffered delays in crossing the bridge when the drawbridge was opened. Sailors suffered delays in crossing the bridge when the drawbridge was closed. All groups would benefit from a very tall bridge that allowed ships to cross without a drawbridge opening. But residents of Alexandria opposed increasing the bridge’s height.
