Chapter Chapter 7 in Managing Project Complexity and Risk with Systems Engineering, 2026, pp 73-77 from Springer
Abstract:
Abstract In many industries, the organization developing the system spec will be selecting a contractor and assigning them responsibility for future development and solution of the requirements. In this case, the organization first issues a request for information to identify how the spec should be worded to allow for potentially relevant technologies. Then a request for proposals is issued with the systems spec being a procurement spec.
