Abstract: Abstract In this chapter, we examine the institutional, technological, and governance challenges that impede the adoption of circular economy practices in food and urban systems across emerging economies. We analyse how regulatory fragmentation, cultural norms, and informality hinder circular economy strategies, including food reuse, waste segregation, and low-emission agriculture. Applying institutional theory and the diffusion of innovation framework, we highlight the need for modular technologies, inclusive policies, and localised capacity-building. We conclude with recommendations for harmonised regional frameworks and multi-scalar approaches to enable equitable and scalable transitions to the circular economy in resource-constrained environments.
