Abstract:
Abstract Mission-oriented innovation policy (MOIP) is one form of transformative innovation policy addressing specific social issues, with a package of policy instruments and multiple actors. In Japan, the turn of science and technology policy began advancing around 2009. The administration changed from one centered on the Liberal Democratic Party to one centered on the Democratic Party in 2009, and amid that the social issues of health and the environment became emphasized in science and technology policy. Thereafter, at the end of 2012, the administration changed again to an administration centered on the Liberal Democratic Party, but the approach to social issues continued. The 5th Science and Technology Basic Plan in 2016 presented Society 5.0 as a social vision to aim for and positioned technology as a tool to achieve the vision of society. Korea’s STI policy also emphasized the social contribution of science and technology. Since the First Basic Plan for Science and Technology, released in 2003, the Basic Plan for Science and Technology, the top-level plan for science and technology that is formulated every five years, has continued to include policies for the social role of science and technology. There are several common aspects between the experiences of MOIP in Japan and Korea. The concepts and concrete programs of MOIP have been explicitly discussed and implemented. In Japan, the first phase of the Cross-ministerial Strategic Innovation Promotion Program (SIP) was established in 2014 at the Cabinet level, In Korea, the government established the First Comprehensive Plan for Solving Social Problems Based on Science and Technology, a comprehensive plan in 2013 (CP1). There are also several differences. The first difference is about the program structure. There have been diverse forms of MOIP in Japan. The SIP was established in 2014 at the Cabinet level. Subsequently, the Moonshot Research and Development Program was also established at the Cabinet level in 2020. In Korea, the Comprehensive Plan series was separated from the Science and Technology Basic Plan but integrated as a plan for social issues. The second difference is about historical development. In Japan, the focus of the first phase of the SIPs was on research and development of technology, although they had in mind social issues in a broader sense, But in the third phase of the SIP since 2023, systems, platforms and networks, including institutional, policy and behavioral elements as well as technical elements, have been the main targets. In Korea, the feature of CP1 targeted 10 social problems. But the purpose of CP2 was the creation of a social problem-solving ecosystem including local governments and wider ministries. The third difference is about the structure of governance. In Japan, governance structure at the cabinet level, CSTI (Council for Science, Technology and Innovation Policy), is important in addition to the ministries level. In Korea, the focus is on the role of MSIT (Ministry of Science and ICT) and KISTEP (Korea Institute for S&T Evaluation and Planning) which performs important analytical functions under MSIT.
