Abstract: Abstract This chapter examines the institutional pathways through which resilience frameworks move from pilot application to scaled adoption. It identifies the governance mechanisms, leadership behaviors, and performance feedback systems necessary to sustain Decision-Grade Resilience across complex systems. The chapter argues that scaling requires disciplined sequencing, cross-sector coordination, and embedded accountability structures. It demonstrates how resilience becomes institutionalized when measurement informs budgetary decisions, regulatory oversight, and capital deployment simultaneously. By focusing on adoption dynamics, the chapter clarifies how resilience transitions from technical architecture to durable governance practice.
