Abstract:
Abstract This chapter bridges institutional resilience and capital allocation by examining how governance-embedded resilience conditions become legible to financial actors. It argues that resilience must move beyond conceptual aspiration to measurable investability. By identifying the structural gap between risk awareness and capital deployment, the chapter introduces the logic of decision-grade resilience and the role of translation mechanisms in producing capital signals. It demonstrates how resilience measurement can inform underwriting, infrastructure finance, and blended capital strategies without collapsing into traditional ESG frameworks. The chapter establishes the analytical architecture through which resilience becomes investable, positioning governance durability as a prerequisite for sustained capital engagement.
