Abstract:
Abstract Discussions of freedom, liberty, rights, and power are often extremely confusing and in fact confused because they take place in a conceptual mine- field. This paper does not claim to solve any of the deeper riddles of such discussions. Instead of this it tries to side step some of the most problematic and difficult issues by confining itself to publicly or politically provided ‘guarantees’. This seems reasonable since disputes about many legal and social policy issues related to freedom, liberty, rights, and power centre around such provisions.
