Abstract: Abstract This paper analyses the importance to develop low carbon districts in Beijing; builds up Motivation Mechanism, International Competitive Mechanism and Cultural Mechanism for Beijing; and points out that districts in Beijing, in order to become low carbon ones, should improve themselves from the aspects of economy, energy, technology and society.
