Abstract: Zusammenfassung Wenn die öffentliche Hand IT beschafft, ist sie an das Vergaberecht gebunden. Dieses sieht vor, dass die Beschaffung in einem sehr formalisierten Verfahren erfolgen muss, damit der Lieferant – letztlich zum Schutz der Steuerzahler – nach objektiven Kriterien ausgewählt wird.
