Abstract: Abstract The GEM assesses the entrepreneurial context of economies worldwide through the Entrepreneurship Framework Conditions (EFCs). These key indicators, derived from over 25 years of GEM research and expertise, evaluate the environment that fosters or hinders entrepreneurship. The EFCs comprise nine major factors (as illustrated in Figure 10.1) that influence entrepreneurial opportunities, capacity and preferences. As these dimensions vary across regions and economies, contextual analysis is essential. Notably, many EFCs are directly influenced by government policies and priorities, reflecting their impact on entrepreneurship development.
