Abstract: Abstract In 2015, Jordan’s population was 9.5 million including about 3 million foreign nationals. Migrant labourers and refugees make up an estimated 1.4 million foreign workforce. However, besides nationals’ low participation rates, Jordan suffers from high and growing unemployment. The planned incorporation of 200,000 Syrian refugees within the country’s workforce, thus, reveals the many challenges met by Jordan’s labour market. The chapter analyses Jordan’s labour immigration dynamics and policies since the 1970s. It particularly highlights the socio-political factors that could explain the persistent concomitance of high levels of unemployment among Jordanians and large numbers of labour migrants, often in the irregular administrative situation.
