A Research Framework of Addressing Obstacles to the Implementation of Safeguards in Djibouti’s Construction Industry

Abstract: Abstract Djibouti, a small developing country in the East Africa region, has been witnessing extraordinary growth in its construction market in recent years. However, achieving a safe work environment has remained an ongoing challenge to the country because of the poor implementation of construction safeguards in the local construction projects. As a result, the research team proposed a research framework that addresses the obstacles to the implementation of safeguards in Djibouti’s construction industry. Three research tasks were proposed. Firstly, specific obstacles that may hinder the adoption of construction safeguards in construction projects will be identified. Secondly, the causes of the obstacles will be investigated and finally, mitigation strategies that may help overcome these obstacles will be proposed. Although there have been considerable research efforts conducted on construction safety, little of them investigates the obstacles affecting the implementation of construction safeguards. Thus, the proposed research can contribute to the current body of knowledge of construction safety. Furthermore, the findings of this research can help industry practitioners come up with some strategies that are more effective in improving construction safety for the Djiboutian construction industry.
