Civil Service Reform in the Republic of Azerbaijan

Abstract: Abstract The Republic of Azerbaijan has already proceeded to a new stage in state-building and socio-economic development. However, the indispensability of making changes, the requirements to find more efficient mechanisms of relations between state and society and the enhancement of performance of public administration entities have shaped the reform agenda. In this context, the impact of civil service reform on government–business relations, as well as the significance of making changes in the decision-making process and the extent of civil servants’ and political leaders’ participation in this process are analysed. Furthermore, the optimisation of state organisations structures mandated with national development, the identification of priorities, the improvement of implementation mechanisms, and the adjustments of personnel to deal with the changing requirements are also part of this analysis. The chapter concludes with several recommendations and suggestions in order to increase the effectiveness of public administration, with respect to institutional building, personnel policy, civil servants’ career advancement, professionalisation, and performance improvement, as well as with respect to implementing advanced motivation mechanisms to induce competence in the civil service.
