Abstract:
Abstract In September 2014, China released the National Plan on Climate Change (2014–2020), the first state-level plan of its kind. The Plan proposes to improve regional policies to address climate change. Because of the close economic linkages between regions, a region’s policies will have an impact on not only its own carbon emissions but also those in other regions. Therefore, to properly assess regional carbon emission responsibility and efficiency sets the stage for China to draw up regional climate change response policies.
