Abstract: Abstract Following the proposal of the 2020 reduction target of carbon emission intensity in 2009, China began to prepare provincial-level special plans to address climate change in 2011. Subsequently, 21 provinces (including autonomous regions and municipalities directly under the central government) issued relevant provincial-level plans. On this basis, China issued the first National Plan for Addressing Climate Change (2014–2020) in September 2014, proposing establishing classified and guided policies to deal with climate change in regions and studying the regional decomposition and implementation mechanism for the national control target of total carbon emissions. Since there are great differences in the levels of economic development and production technology among all regions in China and also close economic linkage between regions, a regional policy will not only have an impact on the region, but also on other regions. Studying the impact of regional economic landscape and its changes on carbon emissions in China and its regions will help China to formulate reasonable and effective regional climate change policies and make overall plans for the economic development of the entire country and its regions and the GHG emission reduction.
