Abstract:
Abstract The relative success of the Mauritian Export Processing Zone and the innovative approach to the Kigali Special Economic Zone in Rwanda are presented as benchmarks for African Special Economic Zones. They are evaluated in terms of the Pillars and Protocols of the Chinese Model of Special Economic Zones to determine what sets them apart from the other Special Economic Zones considered in the book. Factors such as leadership support, integrated and dynamic government policy, a focus on education and innovation, and a commitment to environmental promotion are found to be important contributors to their success. The Chapter then proceeds to provide an African perspective on the lessons learned, or should be learnt, from the Chinese Model of Special Economic Zones and describes how these influence the decision of Chinese investors to invest in African zones. Finally, three ‘African Arches’ are introduced to contextualise the model to Africa—the African Model of Special Economic Zones.
