Abstract: Abstract Brazil has a unique character with its demographic diversity, natural resources, and geographical size. Brazil is a federal democratic republic governed by a presidential system and is divided administratively into 27 federal units, 26 states, and one federal district. This chapter aims to explain how Brazil’s administrative system has been shaped by historical processes and how these dynamics influence Brazil’s contemporary administrative system. After explaining historical framework and legal structure, the structures of central and local governments and the relationship between them will be reviewed to understand their responsibilities and power sharing based on the federal structure. Additionally, Brazil’s public personnel system and the administrative techniques for constituting the system were examined. Then, non-governmental organizations (NGOs) and civil society will be reviewed to create a better understanding of their influence. Recent reforms in Brazil’s administrative system were evaluated.
