Abstract:
Abstract This chapter presents the constitutional status of overlapping fiscal functions assigned to government at different levels in India with a view to analyzing the feasibility of these assignments with special reference to environmental shocks and climate change repercussions in a local jurisdiction. While adaptation measures are advocated, the related issues, namely the interlinkages between income inequality, poverty, and adaptation are discussed. Different sources of local climate finance are examined to deal with these vulnerabilities and adversaries. The significance of grants-in-aid is analyzed using benefit area and spillover considerations and interdependence of policies between higher and lower layers of government. The discussion of issues that would govern the integration of local intervention with global climate governance comprises formation of climate clubs with private good features and vertically and horizontally harmonized subnational participation.
