Abstract: Abstract In ASEAN’s accelerating digital trade landscape, three strategic imperatives have converged: small and medium enterprise (SME) enablement, sustainability, and digital sovereignty. Individually, each is essential to the region’s inclusive growth and long-term competitiveness. Together, they define the architecture of ASEAN’s RDE Framework platform for advancing interoperability, trust, and inclusion in cross-border digital systems. As ASEAN advances initiatives like the ASW and Digital Economy Framework Agreement (DEFA), SMEs have the potential to shift from marginal actors to primary stakeholders, shaping digital commerce while championing ethical, green, and secure practices.
