Abstract:
Abstract This chapter examines the evolution and impact of quality assurance (QA) on governance and institutional autonomy in Vietnamese higher education. It traces the development of QA from its origins in centralised control to a more outcomes-oriented and internationally aligned framework, culminating in the forthcoming 2025 national QA reform. Drawing on legal milestones, policy shifts, and empirical case studies, the chapter highlights how QA has become a strategic mechanism for both state oversight and institutional self-regulation. Through detailed analyses of three universities, the chapter illustrates how QA processes have driven data-informed management, enhanced research output, improved student outcomes, and professionalised human resources. It also explores the tensions between compliance and capacity-building, and between national and international accreditation standards. The chapter concludes by positioning QA as a critical tool for navigating Vietnam’s transition toward responsible autonomy and global competitiveness in higher education.
