Chapter 13 in Infrastructure Project Completion, 2026, pp 295-320 from Springer

Abstract: Abstract The importance of tender document preparation in ensuring the success of mega projects should not be underscored. The common pitfalls, such as imbalanced contract conditions and lack of clarity, often lead to delays and cost overruns. The well-defined, pragmatic contract documents are foundational to timely project completion and cost control. Essential elements of tender documents include clear scope, specifications, risk allocation, payment terms, dispute resolution mechanisms, and provisions for managing changes and uncertainties. Equitable, transparent, and collaborative contract conditions, referencing international standards and emphasizing the importance of reciprocal promises and force majeure clauses are required. A paradigm shifts towards fair, balanced, and accountable tender practices, recognizing that timely project completion is vital for national progress, both clients and contractors must share accountability for success.
