Abstract: Abstract Since November, 2012, remarkable progress has been made in the construction of China’s circulation system. The circulation industry has played an important role in the fight against the COVID-19 pandemic. However, generally speaking, the modernization level of China’s circulation system remains low, and there are still many bottlenecks to be addressed. Against this backdrop, building a modern circulation system is a major strategic choice for China to enhance its core competitiveness.
