Abstract: Abstract Logistics serves as a critical foundation and a leading sector underpinning the operation of China’s national economy, constituting the fundamental support structure for modern circulation. The 14th Five-Year Plan for Modern Circulation System Development stands as one of the two primary policy frameworks guiding the establishment of China’s modern circulation architecture during this period. Over the years, significant national emphasis on modern logistics has yielded substantial progress in both scale and quality. However, confronting the new imperatives of driving China’s high-quality economic development and meeting the population’s rising aspirations for improved living standards, alongside the transformative demands placed on modern circulation by advancing information and digital technologies, the sector now faces a critical juncture. Its development trajectory must evolve recalibrating concepts and strategies to place greater emphasis on quality, efficiency, structural optimization, innovation, holistic coordination, and eco-friendly development. This strategic shift is essential to steadily propel China’s transition from a logistics powerhouse in scale to a leader in global logistics strength and sophistication.
