Abstract:
Abstract The “Outline Plan” points out that it is necessary to develop the “enclave economy” in an orderly manner, promote the flow of factors and industrial transfer in the Pan-Pearl River Delta region, and form an industrial cooperation system gradient in development, with reasonable division of labor, utilizing complementary advantages. At present, there are precedents for “enclaves” within the Greater Bay Area such as the Shenshan Special Cooperation Zone and the Hengqin Campus of the University of Macao. For financial cooperation in Zhuhai and Macao, the model of “enclave + free trade zone” can be considered. Establish an “economic enclave” led by Macao in Hengqin Pilot Free Trade Zone of Zhuhai where the “single passport” pilot system can be created for institutions catering to special financial services in Zhuhai and Macao. This model is of great practical significance to promote the appropriate diversification of Macao’s economy and to build a demonstration zone in Hengqin for in-depth cooperation between Guangdong and Macao.
