Abstract: Abstract Macao’s offshore financial market and Zhuhai’s cross-border financial market will leverage each other’s strengths in the future, which will help further realize the development of the city cluster’s financial market linkage. Macao’s offshore financial business started late and mainly focuses on cross-border financing and loans, cross-border asset transfer, etc. From the amount of cross-border RMB settlement, the potential of offshore financial development is still huge. At present, the development of offshore finance in Macao still faces the challenges: the small scale of trade, the attempt to abolish the offshore company law and the insufficient implementation of Hengqin’s cross-border policy. It is expected that the implementation of the Belt and Road Initiative will promote the rapid growth of trade between Portuguese-speaking countries, ASEAN countries and Macao, and the rapid development of Hengqin will promote the increase of cross-border financial demand. Coupled with the fact that Macao has been accelerating the establishment of offshore financing platform, Macao’s offshore finance will also gain a better basis for development. In the future, strengthening Macao’s offshore financial services for Portuguese-speaking countries, promoting the pilot implementation of Hengqin’s cross-border financial policies, and strengthening the construction of financial infrastructure between Hengqin and Macao will be the main measures to realize the joint development of Zhuhai-Macao financial services.
