Abstract Budget performance is the self-fulfillment of the budgeters. The budget mechanism allocates funds, specifying their way of use, standards, and scope, which is the physical arrangement, but the key to transforming all this into the ultimate public service performance lies in people, and only the users of funds can turn stones into gold.
