Abstract In the digital age, digital technology has empowered the public with unprecedented socialization capabilities. On the one hand, the digitalization has revolutionized the way people perceive the world, with communication and interaction among individuals taking the form of digital information. More importantly, it shifts the human-led social cooperation toward a machine-led collaboration mode. On the other hand, digitalization has reshaped the structure of economic organizations, posing new challenges to the functions of public power.
