Abstract:
Abstract In this chapter a general outline of the development of the migration policies in European countries is presented. It contains a historical sketch of the policies and the status quo for 2002, supplemented with some expectations of their evolution after 2002. The rationale behind the incorporation of migration policy analysis in the demographic prognoses lies in its role in shaping the migration flows. Since the particular interest of this book lies in the impact migration might have on the demography of the sending and receiving countries, the aspects of migration policy influencing long-term migration are highlighted. The chapter outlines in brief the legal and institutional framework within which the states’ policies are developed as well as the debate on the external and internal limitations to the states’ migration policy making. The chapter covers the migration policy developments of the two main groups of countries under study—the so-called old EU-15 and the Central European countries—as well as the migration policy created at the European Union level. The chapter ends with predictions about the future directions of the development of migration policies in Europe.
