Abstract:
Abstract The opening of the European postal sector to competition has taken place in a gradual and controlled way. Over the last three decades, the European Commission (EC) has set the regulatory landscape with three Directives. In the meantime, continuing technological developments, in particular, in electronic communication and electronic commerce, have decreased mail demand and increased parcels demands. Postal operators have accelerated their diversification into new activities.
