A chapter in Postal Strategies, 2023, pp 43-57 from Springer

Abstract: Abstract This chapter reviews how, in the European Union (EU), competition law, consumer protection law and postal regulation interact with one another. There is a broad consensus that the status quo concerning the provisions of these laws is about right. The exception to this consensus is the European Regulators who want to significantly expand the scope of postal regulation. The institutional arrangements for enforcement of competition law and postal regulation are where there is a need for change. There is a strong case for the same institution to be responsible for enforcement of competition law and postal regulation; not least to avoid Double Jeopardy. Currently, only institutions in seven countries have the authority to enforce both competition law and postal regulation. The chapter recommends a way forward.
