Abstract:
Abstract The Postal Accountability and Enhancement Act of 2006 (PAEA) (P. L. 109–435 (Dec. 20, 2006).) was a long time in the making, but contained features that were unsuitable for the conditions USPS faced by the time PAEA became law in December 2006. PAEA proved to be counterproductive in addressing the changed conditions that USPS faced after PAEA was enacted.
