Risk Assessment of Campus Waterlogging and Evacuation Route Planning

Abstract: Abstract For university campuses with dense populations and public facilities, assessing flood risks and planning evacuation routes to cope with frequent urban flooding are of great practical significance for campus flood mitigation and emergency management. In this work, by constructing a SWMM-WCA2D coupled rainfall and flooding model, a high-precision 2D flooding simulation of a campus is realized. The NSE of the coupled model in the calibration and validation stages is greater than 0.9, and the MAE is close to 0. On the basis of the simulation scenario of the rainfall–flood model, the waterlogging risk assessment method of “danger–vulnerability” is used. Moreover, considering the periodic changes in vulnerability to flood emergencies, the risk of campus waterlogging under different rainfall return periods can be divided into three levels: “low”, “medium” and “high”. Under rainfall conditions with a return period of T = 100 years, the area of high-risk zones on the campus exceeds 2.5 ha2 at different time intervals. Finally, the impacts of high-risk areas of flooding on buildings and roads and the capacity of shelter buildings are considered, and a safe and efficient evacuation route is planned via Dijkstra’s algorithm. Dijkstra’s algorithm is innovatively applied to route planning for waterlogging disasters. The results improve the ability to cope with waterlogging events, ensuring the safety of life and property and providing technical support for urban flood control and disaster prevention.
