Oslo Innovation Scoreboard – an attempt to develop a comparable set of indicators used in the Regional Innovation Scoreboard for the Oslo Region

Abstract: Norway is in many ways integrated with the European markets, but this is not the case considering statistics developed by EUROSTAT on regional level and the development of the European Innovation Scoreboard (EIS). This paper is making an attempt to develop an Innovation Scoreboard for the Oslo-region (OIS) by using the framework from the European Trend Chart on Innovation and the EIS. More specifically the paper is making an attempt to develop the index, Revealed Regional Summary Innovation Index (RRSII) for the Oslo-region. This is an index that tries to locate European local leaders by taking into account the regions relative performance within the EU and the region’s relative performance within the country. This index is based on seven indicators that is composed and calculated for the Oslo-region. The RRSII-index for the Oslo-region is according to our calculation and data, 170. Compared with other EU-regions the Oslo-region is doing very well.
