Influencing Muslim insurgencies in the Philippines

Abstract:
Despite Western countries struggling with the aftermath of counter-insurgency campaigns and refocusing on strategic competition, violent non-state actors pose a persistent threat, even in interstate conflict. This article proposes an improved method for developing counter-measures by emphasising the importance of a local-level and emic perspective. The aim is to develop more effective and sustainable solutions that are relevant and acceptable to the local population. This article explores a co-designed approach that aims to influence actors within the conflict ecosystem based on local emic understanding, which can contribute to achieving the desired long-term effects.
