Gerrymandering to survive: an explanation of the political conditions that shaped mayors’ decisions over an amalgamation process in Portugal

Abstract: This paper aims to reveal the conditions under which local political actions lead to the amalgamation of sub-municipal units (SMUs) in Portugal. Considering the singularity of the reform design, the paper analyzes how mayors used gerrymandering to reshape SMU borders. The results show that the mayors, as rational political actors, dealt with situations of political vulnerability by opting for alternative maps that guaranteed an increase in their political support.
