National governance in South Korea and developing new state-business relations in the post crisis era

Abstract: This paper is concerned with the political and economic reforms in Korea that have been implemented after the outbreak of the Asian crisis, and the newly emerging pattern of the social, political and economic governance in Korea. It will address the following questions in turn: Why did Asian economies suddenly fail in 1997? If the system was a major cause of the crisis, what aspects of the system were deficient? What were critical elements of old governance system? What are major reform measures that will reshape the governance system? What would be the shape of new governance system that will emerge in the post-crisis era? Will there be a new relationship between the state and big business?
