Enabling Local Governance in a Market Economy

Abstract:
This article provides an overview of some emerging trends in New Zealand and Australia. It concerns the capability of local governments to use their statutory powers and community leadership role to enable new approaches to local governance, drawing on market related tools to complement what the public sector is able to achieve.
