Willingness To Pay for Environmental Protection in Germany: Coping With the Regional Dimension

Abstract: In this paper a two-step procedure is applied to estimate an indicator of environmental willingness to pay for Germany in considerable regional disaggregation. The first step is the estimation of an ordered probit model based on individual data from a representative survey. In the second step, this model is applied to aggregate NUTS III level data to produce an indicator of regional willingness to pay which is useful for the design of an efficient environmental policy. It turns out that the regional distribution of willingness to pay is dominated by the distribution of income in this data set A partir d'une approcheadeux etapes, cet article cherche a estimer sur le plan regional un indicateur de la volonte de payer la protection de l'environnement en Allemagne. Dans un premier temps, on estime un modele du type probit ordonne sur la base des donnees individuelles provenant d'une enquete representative. Dans un deuxieme temps, le modele se voit appliquer a des donnees globales du type 'NUTS III' afin de produire un indicateur regional de la volonte de payer qui pourrait etre utile pour la mise au point d'une politique efficace en faveur de l'environnement. Il s'avere que la distribution regionale de la volonte de payer s'explique en grande partie par la distribution du revenu que laisse voir cet ensemble de donnees In diesem Aufsatz wird ein zweistufiges Verfahren angewandt, um in tiefer regionaler Differenzierung einen Indikator fur umweltbezogene Zahlungsbereitschaft in Deutschland zu berechnen. Der erste Schritt ist dabei Schatzung eines geordneten Probit-Modells, gestutzt auf Individualdaten aus einer reprasentativen Erhebung. Im zweiten Schritt wird das Modell auf aggregierte Daten auf der 'NUTS III' Ebene angewandt, um einen Indikator der Zahlungsbereitschaft zu erhalten, der fur die Konzeption einer effizienten Umweltpolitik nutzlich ist. Hierbei ergibt sich, dass die regionale Verteilung der Zahlungsbereitschaft in diesem Datensatz entscheidend von der regionalen Einkommensverteilung beeinflusst wird.
