Governing in the shadows

Abstract: Governance theory has been focused on the contrast between governance through the State and governance through alternative mechanisms such as networks. This paper focuses on four alternative sources of governance and the potential positive and negative contributions to each. It also addresses the logic of movement among different forms of governance.
